Health Insurance Requirement for International Students

As a condition of your enrollment at California State University, Fresno, you must purchase the approved insurance policy offered by JCB Gallagher. This will satisfy the California State University health insurance requirement.  

Note: you cannot register for classes until you purchase health insurance. In this case, a hold called "INTL Insurance Verification" will be placed on your student portal record, preventing enrollment. The hold will be removed between 1 and 3 business days after completing your health insurance purchase.

Health Insurance Requirements for F-1 Students

F-1 students are required to purchase the pre-approved policy offered by JCB Gallagher in order to satisfy the California State University insurance requirement.

  • The policy that you purchase will be issued by GeoBlue. 
  • All the information you need regarding the policy can be found on the JCB Gallagher and GeoBlue websites. 

To Enroll

  • Visit www.jcbins.com
  • Type in Fresno State University, choose the 2025-26 plan year and the International Program
  • Select Enroll
  • Create an account
  • Login and follow the prompts to enroll
  • Allow 2 business days after successful payment for your student account hold to be released

If you need assistance enrolling, contact JCB Gallagher at 559.490.3661 or email them at GGB.JCB.Studentservices@ajg.com

Once you have created your account, you can find: 

  • Your profile where you can update your mailing address
  • A plan brochure outlining your benefits
  • Information to download your ID card
  • A link to find a doctor or clinic that accepts the GeoBlue plan

After purchasing the insurance you will be able to view and download your digital insurance ID card on the insurance start date or three weeks after enrollment, whichever is latest.

If you need to see a doctor before this time, please contact the International Office by email at international@mail.fresnostate.edu. We will reach out to JCB Gallagher to obtain the medical ID card information for you. 

Refund Requests
  • Refunds for payments by credit card or debit card can be issued up to 120 days from the date of purchase or by the refund deadline, whichever is earlier. 
  • Refunds for payments by e-check can be issued by the refund deadline and in most cases offers more flexibility than credit card or debit card payments. 
  • For new students who are unsure if they will be able to obtain a visa in time to begin the Fresno State program, it is advisable to wait until after the visa is issued to purchase health insurance.
  • If you have purchased health insurance and are no longer attending Fresno State, please email international@mail.fresnostate.edu to request a refund by the refund deadline.
Sponsored Students

Sponsored Students, under a qualifying sponsored insurance--including Fresno State employment benefit plans--may submit proof of alternate health insurance. Please review the Alternate Health Insurance Submission Form to confirm qualification requirements. 

Insurance for F-2 Dependents

F-1 students are strongly advised to purchase insurance for F-2 dependents in the United States. While insurance for dependents is not available through JCB Gallagher, “Fresno State” and the plan year and type of student, then selecting the dot corresponding to Dependent Coverage.

Vision and Dental plans

  • Select Enroll
  • Create an account
  • Login and follow the prompts to enroll
  • Allow 2 business days after successful payment for your student account hold to be released

Once you have created your account, you can find:

Students participating in Optional Practical Training (OPT), with a valid EAD or I-797 are urged to enroll in the pre-approved insurance policy through JCB Gallagher.
